Authority boundary
Recommendation is not authorization, and authorization is not execution. Zentra may sense, analyse, predict, score, recommend, learn and detect drift. It does not acquire business mutation authority by being right.
Adding a module never removes Email, ORSI, EBAF, Market Intelligence, Evidence or Learning capability. A capability leaves this registry only by an explicit retirement ruling — never by falling out of the current project focus.
